시온 의정서 평가

이유는 비밀스러운 정치의 도를 터득하지 못한 사람에게 권좌를 맡길 수 없기 때문이다. 선택된 사람에게는 여러 나라에 적용했던 예를 들어가면서 우리의 과제에 대한 정치와 경제적 시책을 차근차근 가르친다. 비록 장손의 혈통을 가지고 있는 사람이라도 훈련을 받고 있는 동안 경박한 소질을 보이거나, 너무 유연하여 나라를 다스릴 자질을 갖지 못하면 그에게 왕위를 줄 수 없다. 비록 잔인한 성격을 갖고 있어도 강력한 통치를 할 수 있는 카리스마적인 자질을 갖춘 사람만 지도장로에게서 왕위를 받게 된다. 왕이 병환이나 다른 이유로 정사를 돌보지 못할 경우 새로운 사람에게 왕위를 인계해야 한다. 현재와 미래에도 왕의 활동 계획이 무엇인지는 가까운 중신에게도 알려주지 않을 비밀이다.
